It is illegal. When a citizen of Tamil Nadu points out an illegality, the Government of Tamil Nadu must retract from that illegality.           The duty of the Chief Minister of Tamil Nadu, Mr. Joseph Vijay, is not protecting the standard English grammar from criticism simply because all educational institutions follow it.
